Institute Prior Approval System (IPAS)
As a recipient of federal funds, the University must have a system in place to administratively review requests for pre-award costs and no-cost extensions, when these are determined to be allowable. The “Institute Prior Approval System (IPAS)” form has been created to facilitate this process and document that a good faith effort to comply with federal requirements has been made.
Please use this form whenever there is a need for creating an advance account, incurring pre-award costs, and/or requesting additional time to complete a federally funded program.
